I don’t know which one to pick. Keep in mind that in the Netherlands, you get a bachelor after 3 years, but that isn't considered a full program. Eindhoven is a bigger city for instance and has cheaper rents than Delft, while Delft is closer to Amsterdam and Rotterdam and has a cuter city center.
Not sure about the programs themselves, but I doubt one is going to be head and shoulders above the other tbh. But just as large are all the subject specific unions (studieverenigingen) and projects like the nuna, formula student, and such projects are fully student run projects (which I would really recommend, as it is a perfect combination of social life, learning and practice; this is both in Delft and Eindhoven, check it out!).
